Congressional GOP Back President's Call to Replace Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators floated a plan toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Plan from Golf Course

As weekend session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the patient," one senator stated.

Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic senators expressed concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another senator reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing plan from a handful of moderate Democrats to end the closure in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the payments before negotiating the long-term of the subsidies.

"Doing nothing is derelict because people will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Political Situation

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several observers suggested that the core of such a plan would eliminate the ACA's requirement that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to secure enough support in 2017.
